Investment Project Objectives: Effective realization of regional industrial policy in mining and metallurgical sectors of economy aimed at stimulation and achievement of end result in innovation activity by creating an innovation infrastructure in form of a cluster, enforcing the mechanism of state support of private business in the field of subsurface use, along with services to small innovative enterprises providing development and implementation of local production processes in subsurface use and high technology (including import-substituting) mining equipment in the mode of scientific and technological franchising and outsourcing. Training of specialists with professional, instrumental, informational and social competencies, allowing to provide their competitiveness in the labor market, psychological readiness to productive activity, management of labor collectives, conducting of successful business. Creation of a reflective mechanism of liability for bringing to the market of competitive mining equipment and geological technologies.
